Poker, Pot, Pistols and Porn Among California's Pending Bills

While the online poker industry anxiously awaits the fate of pending bills legalising online poker in California during the final month of this year’s legislative session, those ipoker measures are among more than 1,000 proposals that lawmakers may consider during the next four weeks.

Gun control and the regulation of medical marijuana top the list of key issues that legislators will likely debate during a busy final session that is set to conclude on Aug. 31. Also in the queue is a bill that would require the state’s actors who specialize in pornography to wear condoms, the LA Times reported.

Bad Actor Debate Looms

The work of a lawmaker apparently never gets dull with such a wide of assortment of legislation to consider. And with so many bills in the hopper, can we expect movement on the Internet poker bills that have been introduced? It’s a good bet that the issues that stand in the way will not be resolved in time for either AB 2291 or SB 1366 to receive the required majority of approval for passage.

Still to be hashed out are the details surrounding the bad actor clause. The fact that Amaya has now taken control of PokerStars puts somewhat of a different spin on the situation. But it’s an issue that hasn’t been resolved and will likely require compromise to do so. Who will bend and how far in order for common ground to be reached?

Racetracks Want In

Also preventing online poker legislation from reaching the finish line in California is the exclusion of the state’s racetracks in the overall scheme. Both pending bills have scratched horsemen from the program and horse racing interests have promised to continue to fight to be included.

This is another matter that likely needs compromise and the state’s powerful tribes have not shown a willingness to concede. From an observer’s standpoint, it appears that time will run out in 2014 before all hurdles can be cleared in order for Gov. Jerry Brown to affix his signature on ipoker legislation in California.
